VideoCAD 8.2 Lite does not need dongle and is registered only by personal registration code as well as VideoCAD Starter. Now only VideoCAD Professional needs dongle.

This change allows to allow upgrade from VideoCAD Starter and VideoCAD Starter II kit to VideoCAD Lite and VideoCAD Professional.
